but ... why are the sensors on the outside of his jacket? Didn't he want his chest shaved?
Those are the battery packs and recorders. The sensors are attached to his hairy chest underneath his killer Adidas track suit.
Why is this show not on DVD?

Only seasons one and two in the UK are available. There's never even been a VHS release, so there must be serious licensing issues.
Too bad.
